it talks about a person or any mankind.. when he is younger and stronger he don't want to hear any thing about submitting to allah or asking tawbah .. but when he become older and he knows that the life is priceless and will end soonner or later he regrets all what he lefts ( prayer .. saadaqa .. any thing good ) and he sighs what he was doing ..
