Which way the meaning is, depends on the area: roughly, in Western dialects "tuima" means "salty" or "strong-flavoured", and in Eastern dialects it means or at least used to mean "saltless". I'm not entirely sure which is the intended meaning here, but i'd guess it's the former (strong-flavoured). In the context of contemporary standard Finnish, most people would understand "tuima" meaning strong-flavoured in general when talking about food.

Well done. However, there is a mistake at the beginning of the song that affects the whole idea. Kerenski baked tuima, i.e. unsalted dough, not dry dough. For that saltless, Finland was then planned as salt. (copied this comment from Virpi Tolonen)
