These flags can be difficult to find until you see what they look like. Hope this helps. Level 29 quest in Morheim for Asmodians.
"Destroy the Ice Claw Flags that symbolize the power and wealth of the Ice Claw Mau." This quest takes you deep into the Ice Claw Village, an elite zone full of dangerous enemies. Bring a team with you, or wait until you are high enough level that they leave you alone, like I did.
