The Market a Hero have and Heroine have is a huge difference when coming in reality. Money involved and business they do based on hero image is huge comparatively. Story oriented small budget movie exists yes, but for making the minimal budget story oriented movie, there should be a business oriented big hero movie by which producers can make money.
