That dragging is a tension problem. Either the tension on the supply reel is too low, or the tension on the take-up reel is to high. You have to check the manual on how to adjust the reel motors in play mode. It could also be caused by bad tapes with "sticky shed syndrome".

I bought a tire for mine and change it in 10 minutes, let the glue dried and it's working perfectly fine... I use a plastic scrapper and remove it completely in a single shot.
If you want a better fit, just adjust a little the axel on right. It got a screw in the middle and make it running the tape on exact middle and perfect angle with pinch roller.
Yes, you are right. That is just screwed in and can be brought a bit to the outside by adding a thin washer behind it. Don't know how it can be put further inside if that it what needed.
