Early morning (before 8am) is the best time to get parking on most days. In the mornings it's mostly just people exercising. Weekends, and Holidays will usually be very crowded... and sunset on any day will also be very crowded. If you are coming for sunset, try to come at least an hour before the sun sets. people tend to come and go in waves, so even on a crowded day you can still find parking if your patient.
