It's called Scouse House because it was originally Euro house / dance and was imported from the likes of Holland by DJ John Cotton (Lil John) into Liverpool and predominantly played in Liverpool so was adopted as Scouse House as that was the only area outside its European base where it originated from that it was played, same as the term "DONK" was because a guy called Pez said whats that sound, it sounds like MMMMMDONK, and then was put to that sound.
