The rabbis of Medina wanted to question Muhammad (pbuh) to see if he really was a prophet. One of the questions they asked was about the 2 horned great traveller which according to their scriptures was Cyrus the great. This is when Allah revealed the last part of surah kahf and Muhammad (pbuh) told the story of dhulqarnayn.

@Yolo Swaggins That could also be the case. Main point is that Cyrus the Great actually liberated the Jews from Babylon and allowed them to settle in Jerusalem again after such a long time. He did a lot for the monotheistic religions at the time and was directly mentioned in the Torah favorably. I do agree Alexander the Great has been romanticised extensively in most cultures, though the title of "Two Horns" ( Dhul Qarnayn) would probably be a weak argument from a historicitical point of view as compared to Cyrus the Great.
