If fuel is no longer scarce or in demand, and produced locally according to each community's needs, then we would be facing dollar collapse, and a likely subsequent collapse of the worldwide economy, and en eventual return to something like the gold standard or transition to bitcoin. Petrolium is not just what we buy with currency - it is part of the price of every single consumer good on the planet. If suddenly fuel is not expensive, the whole power structure collapses. The means of production cannot be given to the people because if the people have the means to produce what they need for themselves, then they won't pay rich people for the things they need to survive.
