Curious to why they even bother with the turn basin and not just reverse in? Seems like it would cut costs of having to have tug assistance.

Backing in is always plan A... Turning inside the piers or inner harbor are usually contingent on weather conditions. And tug assist is compulsory in Goderich Harbor ...
