700% is kinda op for an ult that looks like it's intended purpose is the same as Keqing's, which is provide extra damage and aoe to the character's kit. Plus, all the damage numbers shown in the beta are not final, as we saw numerous times with characters like Yelan, for example.
Considering he's a scholar and doesn't focus on any combat of his own, it makes sense that he takes inspiration from everyone else and turns other techniques into his own.
The fact that you just made me realize that Alhaitham's burst looks like Emerald Splash (Kakyoin is my favourite JoJo character) makes me want to pull Alhaitham even more
He did say he was a feeble scholar so since he didn't have anyone to teach him how to fight, he decided to copy and combine the most efficient techniques from different people.
