About the whole "new 68 reg plate", in Thailand, instead of having that, they just change the colour of the plate. Old cars are white, and new cars are red. Fun fact

In the UK the public can't use license plates to find address only police etc can, they blurred out the GPS on the screen since it showed there home address.
