I just watched a video that said that Perfect Cell’s power level was recorded as 900 million 1.7 billion at full power and that was supposedly reported in an interview with the creators themselves and I doubt a Super Sayain two would be able to match or even exceed a power level of 9 billion

As a kid, 16 was the very first dbz "villain" action figure i ever had. I still have it. He was scaled correctly, so he was taller than most of the other figures. Neat tidbit? While the canonical explanation for his looks were explained that he was designed to look like gero's son, in real life he was designed with Arnold Schwarzenegger in mind

Loved the super android 17 , and he was plenty strong to be able to withstand all the attacks from the mighty goku ssj4 , even though he almost tried to sacrifice himself wrapping around super 17 and blasting, it still didn't defeat him

Really only 8, 14, 15, 16, and 19 are androids. Dr. Gero, 13, 17, and 18 are cyborgs, and Cell is a clone (and the Cell Jrs. are offspring), Hell Fighter 17 is a machine mutant (like all of Dr. Myuu's creations), and Super 17 is a machine mutant cyborg.

These power levels are quite accurate. I Watched another video about Frieza's race power levels and it said Meta-Coola was around 800 000 000. Meta Coola was strong enough to easily take down Piccolo fused with Kami (which was at the same level as 17). Therefore Meta-Coola is as strong as Imperfect Cell and 16.
