@school is bad Indeed the ROC had claimed the whole Qing in 1911, but not Taiwan itself.(Japan take over Taiwan in First Sino-Japanese War, ROC only claim it after WW2). To some people in ROC, they tend to believe ROC occupy Taiwan and Penghu instead of ROC have the right to claim these lands. As such for now, there are some amount of voices prefer separate from ROC(aka Taiwan independence movement, you can refer to wiki to know more)

Not only does that go against the ROC constitution, but that would result in an increased British influence in China, something the Chinese people would never agree to considering the aftermaths of the Opium Wars. At best, the British might pressure Chiang Kai Shek into only allowing Tibet to be a Chinese protectorate, but he would never allow foreign influence into the region.

I'd like to point out that ROC government today has already recognize Mongolia as a country in practice. As for constitution...people in Taiwan have stopped taking that joke seriously for quite some time now. There is also the fact that some articles in ROC constitution is overwritten by the Additional Articles of the Constitution of the Republic of China in effect. (Basically we can say that Taiwan has two constitutions)

On to the part about Tibet and Chiang, it's totally possible that he will still claim Tibet, and Tibetans will still be treated as second-class citizens. But there is also the fact that the KMT regime rely on US support, especially since that had KMT won the civil war, China will be the first line of defense against USSR, the importance of Western support will be even greater. So it's also possible that given enough pressure, Tibet can be independent at last.
