I do not know why people keep saying Ultraman Noa is the God of Ultras. Japanese references say ノアの神 , The God Of Noa. He certains has the power similar to God-like but is never mentioned as God of Ultras as King in manga ザ・ウルトラマン by 内山まもる King actually revived the population of ultramen and Ultra Seven actually says at the end of the chapter ”ウルトラの神 ウルトラマンキング” The God of Ultraman , Ultraman King .

I just haven't seen any of such power demonstrated on TV/movie by Noa/Nexus , going beyond fan's descriptions such as the word devine. I do not know how devine it is if Noa still relies on hand-to-hand combats or enery beams to defeat opponents. King does not need these to defeat anyone. To me, that is more God-like or devine. I just need physcal proof / demonstrations instead of words from fans. As for which God Ultra is the strongest, good question. Ultraman King is probably the weakest of the four god ultras. Tartarus isn’t scared of him at all. Since Noa & Legend were both the sole reasons Tartarus fled from a battle, they’re probably at the same power level. Meanwhile, Saga would be even worse for Tartarus as Zero by himself could defeat Tartarus with outmaneuvering. Add half of Legend in the equation, which was one of two Ultras that forced him to flee a battle, and Saga would just teleport behind Tartarus & one-punch him out of existence. Edit: I just hate how Hyper Zetton is done so much disrespect. Mostly because it makes Saga’s defeat of Hyper Zetton much less impactful. I hope Saga gets the respect it deserves in the future.
