Are the bottom and top forces equations not switched at 2:09

nope, because at the bottom mg works in the opposite direction to S and therefore the force would be equal with S ( which acts in the direction of the centripetal force) -mg which acts in the opposite direction. For the Top they both act in the same direction as the centripetal force therefore the force would be equal with both added together
