Defidentely agree no doubt. Blue has some of the most overpowered plants in the game, and also It has all Ice plants. Pretty much every Ice plant is a good upgrade and better version of a plant from another color. Some examples are Missile toe: Upgrade to Banana Launcher Snow Pea: Upgrade to Peashooter ( Even though almost each family has upgrade to peashooter) Cold Snapdragon: Upgrade to Snapdragon Boingsetta: Upgrade to Spring Bean Winter Melon: Upgrade to Melon Pult Chilly Pepper: Upgrade to Jalapeno Iceweed: Upgrade to Spikeweed/Spikerock Blue also contains most Electric plants which are very overpowered as well, + Shadow plants are awesome. Overall though, I definitely think blue is the best color of plant. But Others like Purple green and Red are still good.

In general 3 most powerful teams: Ice (Missile Toe), Shadow (Shadow Peashooter [dark]), Electric (Electric Blueberry) are blue, so it's not surprising that blue is the best
