Allies 'fed up' with German desire to 'tread carefully' with Russia in military support for Ukraine

Germany sought Tuesday to downplay an audio leak of senior military personnel discussing the war in Ukraine, blaming "individual error" and stressing that Berlin still had the trust of allies. A 38-minute recording of the talks, in which the officers debated the possible use of German-made Taurus missiles by Ukraine, was posted Friday on Russian social media. Kyiv has been calling on Germany to provide it with Taurus missiles, which can reach targets up to 500 kilometres (300 miles) away. Chancellor Olaf Scholz has however declined to approve the deliveries, fearing it could draw Germany into the war. Meanwhile, French President Emmanuel Macron urged Ukraine's allies not to be "cowards" in supporting the country to fight off the Russian invasion. He added that he "fully stood behind" controversial remarks made last week not ruling out the deployment of Western troops to Ukraine, which sent a shockwave around Europe. As Ukraine's European allies seek to strike the right balance between Macron's zealous approach and Germany's extra careful approach, FRANCE 24's François Picard is joined by Dr. Benjamin Tallis, Senior Research Fellow and Head of the Action Group Zeitenwende at the German Council on Foreign Relations (DGAP).

Lots of countries give more per capita and also as percentage of GDP. When those are criticising, where is the hypocrisy then? Also, we have way fewer 'Putinversteher' or 'Ostalgiker' in our countries.

@@rmdomainer9042 goes for both France and Germany when you look at percentage of GDP compared to most Eastern Europe (even Norway & Denmark). Estonia is 3.55%, Denmark 2.41%, Norway 1.72%, Lithuania 1.54% and Latvia 1.15% and Finland 0.71%. Problem is non of these countries have as large population nor GDP as Germany and France.

Germany is in 10th place in terms of GDP. In front of it there are almost only states with very few inhabitants. France is 22nd according to GDP. It's almost compulsive to concentrate on Germany. Only when Germany has paid as much as Estonias GDP will everyone be satisfied without doing anything themselves.

So many good points by Benjamin Tallis. That Macron mentioning Nato boots on Ukraine expands the boundary so that Taurus becomes a mid point issue not an extreme one. How Olaf is not understanding how deterrence works. That you must show your willingness to use your weapons to show strength. By not doing that you are showing weakness instead. Which increases the chance of war.

Aparently the Germans even used a ridiculous password "1234"! So the leak might definately be intentional German "doublespeak". Russians know Scholtz might change his mind, just like with the tanks. So having generals discuss how to blow up the Kerch bridge using German missiles, should make Russian's uncomfortable. Works the same as when Macron sayes "we can't rule out western boots on the ground".

@@kevinclaes4143 Yes, Germany doesn't take its military seriously and neither do their generals. Only their special forces use encrypted radios, for example. During NATO exercises, the German Army can't communicate with allies who use modern radios.

@@dylanvogler2165 Germany supplies more military assets than France and UK combined. Artillery, Tanks, IFVs, Gepards, IRIS-T, Radars, MRLS, Patriotsystems, the whole logistics package of trucks, fuel, clothing, engineering tanks. What exactly is "reluctant"? srsly do you have issues or something?

We do. There are many, many Germans here which are quite unsatisfied with Chancelor Scholz's repeated delaying tactics when it comes to weapons deliveries. It already found its way into the german language. "Rumscholzen" now means to evade and delay. He constantly communicates his own fears to the world and especially to Putin. Which is not a good tactic when dealing with a bully like Putin. But let's not forget that Germany is right now the biggest european supplier of arms and money to Ukraine, far before France. Macron does communicate way better, to be fair. I have the impression that Germany is doing something good DESPITE Scholz. I have hopes that the coalition partners and the others parties in the german Budnestag can force Scholz to do more. Ukraine needs to win.

As many people have pointed out Germany is currently the second highest spender of military support to Ukraine. Moreover, Germany is hosting 1.2 million refugees from Ukraine (that comes at an enormous cost for the taxpayer). Oh and the #1 military supporter so far (the USA) has left the party so their current contribution is equal to zero. So I'm really surprised by the amount of criticism towards Germany. Why don't you criticize certain other countries in the first place?

You won't like hearing this, but it's because Germany is the defacto leader in Europe, and that is how Europe expects Germany to act, whether Germany is ready or not (clearly Germany is not). The US has been F ing this up for two decades now. Leading is hard, particularly in western democracies where every move you make will be questioned and criticized, not only for substantive reasons, but for political theatrics and power games as well. That comes with the territory. Considering Germany has essentially gone through 80 years of pacifism, and the west wanted Germany to have a weak military, I think Germany has been doing fine. As well as can be fairly expected. But the world is not fair. It will probably take Germany another generation, and some new leadership successes, to finally get past their guilt and willingly take its spot at the head of the EU security and hard power table. The world just wants Germany to already be there.

America has not “left the party“ and will continue to support Ukraine, the number one supporter of Ukraine. It spends over 12 1/2% of total GDP on defense not just for NATO but for the entire world! Germany has had to be browbeaten every step of the way in order to give a little more towards the war in Ukraine. The Germans have been in bed too long with the Russians, and they are now paying the price for this their obstinance is palpable as the wealthiest country in Europe, not once have they bothered to spend the minimum 2% of GDP on defense; very sad state of affairs.

Beacuse Germany have a BIG responsibility in this. They have been fueling the Russian economy with their extremely depending on cheap Russian gas for decades. (Northstream 1 and 2 anyone?). All while turning a extremely blind eye to whatever Russia did. Some of shady dealing between the two countries in not nice to see. They should had been there from DAY ONE. Nothing else.

The ancient Romans understood such situations: “Si vis pacem, para bellum” - “If you want peace, prepare for war”. That was the philosophy of the Cold War. You need to be perceived as strong, prepared and able to respond to an enemy first strike. It kept the peace until the fall of communism.

Germany has a very well trained and prepared military. Whoever the chancellor is, he should seek advice of the German generals, rather then playing a lone hero. It is clear to every military official in Europe, the sooner we send long range arms to Ukraine the better & that Ukraine cannot even dream to win this war without them. It is clear both US & Germany have strategic interest to give Ukraine to the Russians and keep it out of NATO, as a bufor state. This is fundamentally backwards thinking in geopolitical sense, and a terrible mistake which history will not forgive. Germany has always been a weak team-player, both economically and strategically, but USA turning out to be this circus that is now, that's the shocker to me. Macron has to take lead position in NATO, otherwise we are seriously doomed. Hope he is not too busy striking deals with Pfizer to find a minute for defense matters.

As a German: Honestly - I am fed up with Ostrich-Olaf as well. He prefers to stick his head into the sand in the face of this enemy... He is to weak to acknowledge, that we already are in a cold war with Russia, nor does he realize the implications of it. That's why our institutions, our military etc are acting that sloppy; embarrassing mistakes happen, grave mishandling might occur... Scholz is not a wartime chancellor. He is too weak and too indecisive. Scholz let Pootin inside his head - and it looks like Vlad already took permanent residence there...

Sweden also produces and uses Taurus. ....France and the UK both have a 550km version of Storm Shadow which is very similar to Taurus. They have supplied the 300km version to Ukraine.

I am not a specialist but I think from what I heard that Scalp/Storm Shadow carries a cluster ammunition warhead while Taurus carries a bunker breaking warhead. Both obviously serve for different purposes.

One forget that German narrative about help delivered to Ukraine is based on incorrect data. Their inland spendings for financial support of Ukrainian refugees 200k deserters among them, is constantly presented to the public as "support for Ukraine" without mentioning that military help is a ridiculous one compared even to what smaller NATO members do.

The guest seems not to understand what ”deterrence” means. You can not use it afterwards. You use it before. Like you make a treaty. In that treaty it says IF you break it - It means total war between Nato, and Russia. That is deterrence.

Perhaps there is a misunderstanding, but more towards the point he made which, I believe, is a very pertinent one. Deterrence, thought of as a sort of strategic messaging meant to prevent a specific outcome, that of aggression, can only be effective in so far as it is coherent. If, as the guest puts it, you develop the capabilities that would give substance to the threat of retaliation but, simultaneously, you also use language that betrays your own reluctance to act (if called to), you may as well not even have the former. That is not deterrence, but rather an invitation to test the extent of your own cowardice.

Very good video, and very educational and enlightning. Very much enjoyed it. As someone who grew up in a peaceful country, and not realizing how the threat of War is very real, until now, when we see Russia attacking. You have power hungry dictators, who want to expand their influence and territory, at the expense of the peaceful countries, you "have no choice" other than to build up your defensive capabilities, and if not, you soon will "soon" be ruled by that enemy. If we want to keep our freedom, we will always have to fight for it. We take freedom for granted all to often, in the West, until a power like Russia emerges, and in the process of destroying Ukraine, and next Poland, Germany, and others, until their stopped. The West must support Ukraine now, before Russia gains momentum.

Olaf Scholtz was elected at a time when things in Europe were peaceful. He's a typical peacetime leader and not suited for these times. i got to laugh at all this stuff. back in their homelands, where i don't understand how they're let back in, these politicians are not all that popular. i hosed myself when i saw boris there, but knew ukraine wouldn't get the service it really needed. given the belief that russia was much stronger from the outset, the supplies have been left wanting, to say the least., and with restrictions the finns have just dismissed. same with estonian mp. got ovaries.
