AllStar and EchoLink are Voice over internet protocols (VOIP) that add linking capabilities from ham radio node to node all around the world.
AllStar uses a popular, open source phone system, asterisk to implement the VOIP.

For radios to use, search on eBay for old commercial, wide-band radios ( they are cheaper because of the transition from wide to narrow band for commercial radios)
Good radio examples : Motorola SM-50, SM-120 , Kenwood TK-805D and many, many more.
