Thank you! No, I wasn't a beginner and I had my motorcycle license already and had experiences in Vietnam as well. I wouldn't recommend to a friend who doens't have any experiences. The road is narrow and the cliff is next to it, windy road, when the bus is coming around the corner then shouldn't go either (and so on with other safety reasons) but if you have some experiences and only drive town to town for short distances then maybe ok. If you can practice and know how to drive a car back home(because it's important to know how the road works and defensive driving, etc) then I'd say practice it before you get there. I think it's worth riding scooter there.
People don't ride fast there. Maybe locals go slightly faster when the road is empty but probably 50 kph or so. Also Amalfi coast area, 40km was the speed limit I think(in the town). But you don't wanna ride fast there anyway for the safety reason and you don't wanna miss the view(No reason to be in rush on your holiday). Narrow road, traffic, the bus and tourists in the town. In my case, I was riding extra slow since the passenger in my back never been on someone's back. I'd say ride slow and enjoy the beautiful ride! I highly recommend to ride Vespa.
