As a person living in Japan for more than a decade, I don’t think this development is a “upgrade” of Japan’s status to US. Basically this means “in case of a conflict between US and China broke out in Asia pacific, we want Japanese to fight instead of sending US troops”.

Some technology transfer has to happen to get things started. They produce enough food to feed their population, but being plugged into the global economy, they import a lot of food and export food as well. Additionally, while China is the world leader in green energy, they have built enough coal-fired power plants that they can power their economy with domestic coal should they ever need to. Why would the ambassador lie like that? To convince the American people and their allies that they can easily defeat China in a war; essentially, lying them into war, just as they did in Iraq.
