Sir I have a question What if in special majority we get more than 50 percent of votes(more than 272 vote) but can't get 2/3rd of total voting members. Will it be passes or not. For ex. 540 members are voting and they got 300 votes but 2/3rd of 540 is 360, so will it be passed or not?
First & prior condition is getting Two-thirds of the members (in your case 360). If getting 360 is not possible, then no point checking for 50% bar ! The Amendment bill stands a failure ! !

Bill has no future if the houses are on a deadlock. You can say it that the Bill won't proceed further & no amendments will be incorporated into the Constitution. There are 2 cases. a. If introduced in, and passed by LS, & not passed in RS, the Bill lapses automatically when the LS dissolves b. If introduced in, and passed by RS & not passed in LS, the Bill is stalled indefinitely as RS is a permanent Body
Indian Constitutional ammendments require 2/3rd majority . But several ammendments have been done by Indira Gandhi and Rajeev Gandhi without even discussing in the Parliament . Those so called ammendments should not require any majority support to be scratched now , after so many years . Please clarify .

If the amendment bill intends to change the federal structure, then, under art 368, half of the states have to agree with the centre. If the states do not agree, then that amendment bill stands a failure
State there means : the 28 states (UP, Bihar, Rajasthan, etc.) do not have any power to amend the Constitution by themselves But when you think of Parliament (LS+RS+President), this 'state' does have the sole power to do so

Suppose, in national interest, there is a need to create a nationwide law on fisheries (which is a state subject, hence different states have different laws in their territories). So, only Centre can make such a Law which has pan-India jurisdiction. Then only Rajya Sabha can initiate such a process by passing a resolution to that effect with 2/3 Majority (Present & Voting)
