Former Victorian Liberal Party president Michael Kroger says Joe Biden is “hasn’t been running America” for the last three and a half years.
The US President was spotted at a Delaware beach during his second straight week of vacation.
“Sad though it is; he is in mental decline as everybody knows and he is just having a bit of holiday,” Mr Kroger said.
“America is just sort of on autopilot at the minute for the next six months until this presidential election is resolved.”
