Did we watch the same video? Hirsh mentions multiple times that Democratic administrations violated the constitution and circumvented Congress. Mondale acknowledged this too as a former member of the Church Committee. If you don't like the emphasis Hirsh places on the crimes and illegalities of the Bush Administration that is your prerogative. But don't overlook what is said here. Hirsh notes that the U.S. consistently gets poor leadership. That doesn't sound like shilling to me.
