The general populace sees Roger the characters he's portraying and not as an alien. The family can see through all but one of his disguises. Which is different for each family member.

I just realized (probably because I don’t watch the show), that all of Roger’s different characters is a riff on aliens in sci-fi movies being shape-shifters. Like in THE THING, or Odo in STAR TREK: DEEP SPACE NINE. But usually played for horror and where no one knows that the dog or colleague is the alien. Whereas in AMERICAN DAD, it’s always obvious (at least to the audience and the family), that it’s Roger. Cute.

in the context of the AD! universe, every family memember has one roger character they cant see through. for all the other times that they can see through that its roger, its because he wants them too or doesnt care to hide it.
