As for singling the American out, most of the jokes are about the type of people Al is portraying. A certain nationalistic type of Brit who thinks they are superior just for being a Brit. So for example the moon segment is about our imperial past where we stripped other countries of what we wanted and then walked away. (Nothing to be gained in the way of hot and spicy food and Olympic quality athlete's).

Hes a Proffesor at oxford university. This is a character of a patriotic Brit, similar to Stephen Colberts Character. This is British humour, we mock anyone and anything including ourselves. Its what we call banter. Or taking the piss as we say here.
