Hi, argentinian here to give my point of view on this. Here, being latin-american, and particularly from Argentina (sons of inmigrants), we don't really have racism as discrimination to people from different "races" or "skin color" (there is xenophobia here, but not racism in itself or at least is not a thing like it is in USA or other countries). We say "negro" like maybe you people say "bro" or "dude", mainly because we all have mixed blood and you can find people whose ancestors came from Spain, Italy, Poland and Nigeria. The word "negro" doesn't really have a negative connotation here by itself. That being said, the word "nigga" is not really in our vocabulary. I have never heard anyone saying "nigga" to anyone else in real life in Argentina. My assumption is that C.R.O., the guy that keeps saying that, does it out of hearing it in american gangsta rap music, the style that he was trying to get into those days. So there's that, it may cause disconfort to people in other countries because of the cultural shock, or the missinformation we have here about rap. For us, rap was just a music genre and an urban culture, but we never experienced segregation and all those things that gave the word "nigga" the negative connotation it actually has for you. The word "negro" has been used derogatively since always in Argentina to talk about any person tha lives in a poor neighbourhood (no matter what the colour of their skin is, most of us are kind of brown in Latam), these boys use the word negro to show they identify with that, they make this sthg they are proud about, not sthg they should be ashamed of (it s a way of showing pride, like the movement Black is beautiful was, some people even talk about Brown Pride.).
