Yeah I think that's right tho I believe the war between Aruego and Amestris happened long before the Civil war but yeah Bradley taking power was the reason for hostilities between Amestris and Aruego and that Aruego did supply the Ishvalan(or Ishabalan) Rebels tho denied them refuge when many Ishvalan refugees went to Aruego to seek Asylum

​@@grimorio6968 The manga was released in july 2001, just two months before 9/11, so i'm very sure the author based Ishval more on that, also because the holocaust wasn't an armed conflict like what happened in Ishval.
