To make it clear: Meroe and the areas further south were just typical shitholes, just good enough to export slaves and wild beasts for the circus games. So not worth the effort to conquer and hold them. Rome had enough construction sites of much greater importance.

An African kingdom did not defeat the Roman Empire...,it defeated an Egyptian based multiple garrison army, NOT a genuine Roman legion, or the full force of the empire. As great as the Nubians were as a civilization, this was really just a regional spat, and not one great in scale either. If they were in direct conflict with main Roman forces themselves....they would certainly not be doing so well. Neither side really won or lost....they each razed a few settlements and cities, took captives, then made some terms and called it off. Rome didn’t get any more tribute, yet Nubia paid reparations for the damage it did to Egypt, while Rome (or Rome’s Egyptian representatives and Egyptian army) did not pay any reparations done to Nubia. EDIT: and to add, Rome’s objective was not conquest of Nubia, it was to stop Nubian raids into its extended territory of Egypt - which they did. Nubia paid reparations, Rome did not. That is not a loss for Rome, and slightly so for Nubia.
