Hey, If it is a toe kick as you see here yes it is able to be moved rotated is more what you’re asking. It will involve a carpenter and a plumber that knows hydronic you would have to cut the base cabinet inside and then reinstall in the location you’re looking for. Have the Carpenter put the base of the cabinet back together. As long as you do it thoughtfully it won’t break the bank but it won’t be the cheapest thing you’ve ever done either.
