Contempt of court is a special category of crime and in this instance Fraser does not have the authority, only the court does, because here the court is the victim and the judge.
I agree with you Sihle. You cannot punish an arbiter for handing down an incorrect decision. An aggrieved party simply has to review or appeal that particular decision with the hope of getting an overturned decision. A criminal or disciplinary charge can only be preferred against an arbiter if there is an element of abuse of authority in the exercise his duty in a manner calculated to favour a particular person.
