The incident is avoidable for sure. And the failure is wholly government's. Government should maintain law and order by first obeying the law themselves. First security agencies should be restrained in their use of force. Sadly, they almost always see any call to maintain public order as a war and opportunity to show their strength. Citizens should be allowed to embark on peaceful protests. Court orders granting an accused bail should be obeyed even when it doesn't please the government.
