I upscaled it using Topaz Video Ai, then color graded it in After effects to manually fix artifacts that were caused from upscaling.

No, this is MEI from another game, MEI from hi3 completely different

@Ichengo42 This Dr.Mei is actually Raiden Mei, that is something is confirmed in game, she only follow the steps of her dad Dr.MEI (hi3) is a different character, very based on Dr.Mei but the main difference is that she isn't Raiden Mei.
