For his selfish reasons so that he can live on the hill with a direct beach view peacefully. If you haven't already, I request you to look out for Rushikonda in google and view it's current state. How CBN brought Vizag back to life after 2014 HUDHUD in just a matter of few months is really commendable. The state has gone to dogs under his leadership. Lastly I'd like to conclude by saying, if people can make a party win with a majority number of votes, they also have the power to bring them down.
