Ironically his idea of a "strong" student is one that is vicious and ruthless. That kind of strength will never stop bullying but might instead cause more bullying (only this time it's his students that are doing the bullying instead of the one being bullied). True strength is not one used to fight back, but one used to survive. Fight off the oppressor, but never use it to oppress. That is not something born out of ruthlessness or vice.
The only thing he didn't taught his students, was to stand up for themselves. In matter of fact, he should be hating his student's bully from the bottom of his heart.
I always thought it was awfully ironic that trying to make students "stronger" after having one of them tragically lose his own life to himself for "being weak", Asano both made students that bully others to the point of that decision as well as he made a whole classroom so depressed that they could have easily done the same thing.
