@@ibaztecaful if you make your own panels then it is very cheap. I cannot tell you if it is cheaper than block because I don't know which country you are in and the price of block but if you mean block + eps insulation then it is definitely cheaper regardless of the price of block. I cannot buy premade so I am making my own.
I prefer precast panels because it's already a finished product. A slight disadvantage with precast panels is that they only have one thickness, 90mm. But I would suggest precast panels over eps panels
Is it possible to build cantilevered rooms out of this material without providing beams, particularly for a short cantilevered floor overhanged by 30 cm?

Yes you can as long as your house's foundation can support the extra floor and rooms. Kindly consult your structural engineer and architect before doing anything
You can buy them from the major Eps companies. Ensure that the eps aren't yellow (exposed to water), the steel mesh is intact, and you've bought the correct height and thickness of your panel
