Actually he said 1/2, not 1 and 1 1/2. It’s allowed in English to say “one half” because technically, you are talking about 1 of the 2 halves. 1/2 + 1/2 = 2 halves (or the whole). So it’s correct to say “one half”. On the other hand, what you thought he said was 1 1/2 or 1 AND one half, and yeah that’s more than just 1/2, so writing 1 1/2 is not the same as saying “one half”.
