I can agree with that, but I think they did it this way to create a distinction between Offense characters. There were just too many of them, so they invented the Skirmisher class to separate them out. I think most of them belong in Skirmisher besides Valk (who still belongs in Recon) and Rev (who still belongs in Assault).
