The Pakistani government is not doing it out of love. They have got Western grants to preserve heritage sites. Otherwise, the people would have just destroyed them or modified them. They are not doing it out of some altruistic feeling.

Buddhism arrived as missionary religion to Pakistan from Videha or Nepal. Though many of these buildings need not have been "viharas" at all.
