The different amounts in the bag comes down to cost of production and popularity of said product so retail price would be the same as the next packet on rack so it gives you the illusion that you getting the same value and thus not deterred for buying the product only once you on the water you mayb realize you getting less but then when catch fish and then accept you may be getting less but get good results from said product
The amount per pack varies due to cost per pack, cost per bait, how fishermen use the baits, and the likelihood of losing baits. Neds are more prone to snagging, so more are in the pack.
