Contrary to what u say, in the suburbs of Buenos Aires r the most expensive neighborhoods in the city, and obviously there are degraded areas as in all megalopolises, but it's tiny: just 3% of the area of the suburbs is occupied by these , the huge proportion of the suburbs is occupied by the middle- lower middle class (around 80%) and 15% of the suburbs by the upper classes of Argentina
