I think it’s like she wants to do “winter things” like ice skating, but can’t because of the warm weather. My first thought is because how it is never really super cold/“wintery” in LA but she also could totally mean it in terms of a different hemisphere and it being summer there like someone else mentioned. Hence the summer backing track despite the talks of winter
