I mean not the only reason actually... even before her, I'd say overload teams weren't bad, just not popular... I used to play such teams way b4 chev... and yeah, the overload was quite good actually... Chevreuse made it way better ofc, but she made it so much better that you have to play with her for much better damage... not to mention she can be the healer... So yeah in a way you are correct XD, but also if someone doesn't have chev, they can still do without her until get her... :)
