Its the ACE SELF interaction menu, default key is left windows and CTRL key for me but it can differ, you can find your key in the addon options

Locking is different with Ace, theres usually a specific key to press. For me with most launchers to lock on its switch to thermals and hold or press TAB

​@@Zeddetec Thank you for your answer Pal, But I already knew it before, When I using the javelin launcher in Ace3 I can do it in this way ,And I can also firing it without locking just like the normal version of arma3, But the titan cannot firing like this in Ace, It can't fire without locking and it can't even lock ; And the most weird things is I used to firing the titan in ace with locking and without locking ,But suddenly it can't. ---THANK YOU
