The fan crossed the boundaries and took advantage of Jin when he didn't consent to that. Fans were warned of the rules and were told how to behave appropriately towards Jin prior to the event happening. So it was very disappointing to see that not adhered to, it put Jin in an awkward position when Jin was already so kind enough to hug practically random strangers and make them happy. Jin deserves nothing but the utmost respect and especially as he's giving up his free time to put on these events so soon when he could have just relaxed so soon after after his military discharge
He fought the company to have just hugs and handshakes from 1000 fans when they told him 50 maximum. Hybe was worried it would be dangerous for Jin. Jin was safe and Army were so fast that he finished early and had extra time. Jin fought to have this fan meet and it was successful. He can be proud knowing his idea was sound and he got to celebrate his release on his terms.

I think that also cultural thing could play the part. For French, Latinos, Russiand and Mediterraneans (Italy, Gteece, Spain etc.) hug comes with kisses on cheeks. This is how you greet relatives and friends. She might react with cultural automatism but she shouldn't. Even in countries mrntioned you don't greet person you met for forst time and you aren't close to this way. Then again, she could have think of Jin as of someone close. I'm an artist and I can definitely see that Jin and the rest of the guys need the fans to fill themselves with positive emotions, calm down, etc. Artists often need this more than communication with other artists, as there is an awful lot of animosity in the industry between the artists and the people who work as producers in the case of Kpop. No Idols are definitely not all friends and they don't love each other unconditionally, they are still competition in the charts, so the relationship there is definitely very strained, no matter what people write about how nobody had problems with each other, only crazy fans made fan wars- this is definitely not true. So hanging out with people who don't hate you and don't try to sabotage you is definitely good for an artist's mental health. Jin also said he feels good and charged up by Army and that's not fanservice trust me. It's just that in the background of Jin, some other idols who fight with their fans on the streams after the barracks look ill-mannered and nasty, and that's why they try to create a scandal out of nothing. If there was a problem Jin would say, he is not a child nor helpless and he definitely communicates with the fans.

But this I have seen the Beatles, Rolling Stones.
