Why? Because they're commonly used? That's just kind of how balancing works in games, some characters/classes/tanks/whatever are more powerful in certain modes since they just fit the mold better than others, Booster, Octo and Smashers aren't exactly over-powered based on what was seen in the video so I see no reason that they should be excluded.
