The choice of salary should be negotiable as wages makes up most of the budget of small businesses which provides 80% of employment in South Africa other than government. Businesses are more concerned about keeping staff that ensure the success of the business, to think otherwise will lead to high staff turnover which is expensive due to having to employ and train new staff and ultimately lead to bankruptcy, so paying staff a liveable wage with benefits is more important than what employees assume.
