As long as there have been video games, there have been artists using them in their work. But when created as artworks themselves, games take on unique strengths, offering their unparalleled depth of interaction, and significance felt by their players in service of an artist’s vision.
Artists like Cory Arcangel, JODI, Mitchell Chan, and more create video games as artworks, expressing a wide range of styles and themes. Studios like Tale of Tales advocate for using video game technology in pursuit of art, articulated in their Realtime Art Manifesto, and games like The Endless Forest.

if you ever want to write a paper on art games there is an a basically undocumented genre of art games on roblox called myth games. i say undocumented because they have really never been seriously written about or considered (unlike other similarish art games, things like petscop which is the most similar thing to most of them). they used to be popular on youtube and that’s where they had the most audience but over time they’ve really evolved from creepypasta into an art form that people tell great stories through

The term "art games" implies that some games are art, and some games aren't. But all games are inherently art.

IMO it’s a categorization of a different intention with the game design. It’s like someone saying an art film, versus saying a movie. Sure they both have artistic elements and can both be considered art, but an “art film” usually has certain elements that aren’t the norm. But hey, you’re interpretation is valid too :D
