About 10,000 Chakmas affected in Changlang & Namsai district in floods 2024. These 10,000 people constitute about 20% the Chakma populations in these two districts.
The National Disaster Response Force (NDRF) has been pressed into action but it has not been able to reach some areas at Dharmapur under Miao circle, especially Japan Dwip between Buri Dihing and Nuo Dihing rivers.
The worst affected areas are three villages of Dharmapur, three villages of Bijoypur and Ratnapur and Golakpur villages under Miao circle. The rising water level of Buri Dihing and Nuo Dihing rivers has been flooding the Chakma inhabited areas. The two erstwhile canals i.e. Samukchari and Biye Charra from the Buri Dihing river have turned into full fledged rivers at present, causing permanent destruction and inhospitable.
In addition, four villages under Diyun circle i.e. Udaipur-2, Modoidwip, Jyotipur and Dhumpani have been affected. In addition, three Chakma villages under Chongkham Circle, Namsai District were also affected.
As per preliminary estimates provided by the residents from the flood affected areas, about 1,522 families or about 9,132 persons have been affected.
The flood has destroyed the crops, washed away the livestock and food stuff, destroyed houses and temples. The families rely on firewood for cooking. There is literally nothing to eat and no materials including firewood to cook.
As the current/speed of the tributaries of the Dihing river is very strong and they have turned into full flooded rivers and banks have been washed away, a large number of families have been displaced permanently and will require resettlement. They require resettlement and reconstruction assistance.
CHRA and its members intervened with Chief Minister Shri Pema Khandu, National Disaster Management Authority, National Disaster Response Force and Home Secretary to the union of India.
They demanded (i) emergency relief including food, waterproof matches, Soap, antiseptic (e.g. Dettol), alcohol hand sanitizer, plastic gloves, safe drinking water, non-perishable packaged food items, spare clothing and footwear, emergency medical kits (bandage, topical antibiotic and antiseptic, sticking plaster, essential medicines for any existing medical conditions, common medicines), Insect repellant, mosquito net, sanitary goods, toiletries as necessary, plastic bucket or additional plastic bottle for transporting clean drinking and washing water, and utensil and cooking facilities; (ii) resettlement of the affected persons to safer places; (iii) develop permanent flood control measures; and (iv) rehabilitation of the Chakmas permanently displaced by the flood in non-flood affected on humanitarian grounds.
