When you sharpen a blade there are burrs on the edge. The stone sharpens, the wood refines the edge a little, and the hand is acting like a strop to remove small burrs and refine the edge to be a clean edge for shaving. Old time barbers used a leather strop, a strip of leather like a belt they would do the same thing on.
